The monument was designed to perpetuate the memory of the luminaries of the Dovilai region. Three commemorative oak trees were planted nearby in memory of Ferdinandas Radke, a long-time Evangelical Lutheran priest at Dovilai; Erikas Mačkus, the first pilot of the Lithuanian Air Force from the Klaipėda region (from Dovilai); and Vytautas Majoras, a folk artist, political prisoner and honorary citizen of the town of Gargždai.
The creator of the sculptural composition is Petras Normantas (blacksmith).
